Committee

In order to carry out its functions smoothly, after the formation of the Parishad, the Vice-Chairman or members or women members shall constitute a committee on each of the following matters, the term of which shall be maximum two years and six months, namely:-

(a) law and order;

(b) development of communication and physical infrastructure;

(c) agriculture and irrigation;

(d) secondary and madrasa education;

(e) primary and mass education;

(f) health and family welfare;

 (g) youth and sports development;

(h) women and child development;

(j) social welfare;

(j) freedom fighters;

(k) fisheries and livestock;

(l) Rural Development and Cooperatives;

(d) culture;

(d) environment and forests;

(n) observation, monitoring and regulation of market prices;

(c) finance, budgeting, planning and local resource mobilization;

(th) Public health, sanitation and clean water supply.

(2) The Chairman of the Committee shall be elected from among the Vice Chairman of the Council.

(3) The upazila officer of the department concerned shall be the member-secretary of the committee constituted under this section and the upazila parishad shall appoint an officer as the member-secretary of the committee in respect of matters not transferred to the parishad.

(4) The committee shall consist of not less than 5 (five) members and not less than 7 (seven) members and the committee may co-opt any person experienced in the related matter as a member if necessary.

(5) Co-opt member and member-secretary shall not have any voting rights in the decision-making process of the committee meeting.

(6) The meeting of each committee shall be held at least once in every two months.

(7) The Council may dissolve any committee for the following reasons, namely:-

(a) fails to hold a regular meeting in accordance with sub-section (6); And

 (b) takes any decision or acts contrary to the provisions of this Act or the rules made thereunder.]
